  • Tax Credit for Small Business (Having severed on the economic assistance coordinating council where most tax credits go to large corporations, Elmer supports changing requirements to make it easier for small business to access the same level of support and tax credits. This will allow business to stay in district by access to reduced tax rates.

Elmer is supporting the Following Bills

  • Municipal Lighting Authorities: (Amendment by Senator Dean Tran) 

“Notwithstanding any general or special law to the contrary, the Department of Public Utilities in consultation with the Department of Energy Resources shall develop a plan to facilitate the authorization and regulation of the creation of a new municipal light district in municipalities that choose to undertake such action. The plan shall include but not limited to the acquisition or creation of the necessary infrastructure and mechanisms to acquire and deliver electricity to customers within the district. Said plan shall be submitted to the clerks of the House and Senate and the Joint Committee on Telecommunications, Utilities, and Energy by December 31, 2018.”
